Cap. VII: reprobation decree not thrust into all acts — common love; Rom. 2:4-5

Further: that deep secret decree of non-election or reprobation must not be awkwardly stuffed into every act of God, as if with the non-elect he did nothing except from that decree. Though he would not pity some so far as to decree their infallible leading to eternal life, and willed to destine them to ruin with their sin intervening, yet while they live on earth — especially within the Church's pale — in giving bodily and spiritual benefits that by nature tend to salvation, he does much with them from common love or φιλανθρωπία toward the whole human race, and much from the covenant by which he lavishes certain supernatural benefits on all members of the visible Church. In the event those gifts become noxious to the reprobate — yet one must not say God by the reprobation decree intends abuse of his gifts, and hostilely supplies them to the non-elect so that abusing them they may be punished and destroyed. Rather take Paul's word: God does much with the non-elect from that overflowing kindness that spreads to all, though not in equal measure (Rom. 2:4-5 — or do you despise the riches of his goodness and patience, not knowing God's kindness leads you to repentance? But by your hardness you treasure up wrath).

Latin

Utcunque enim Deus quorundam noluerit eousque misereri, ut decernet eos ad vitam aeternam infallibiliter perducere, atque voluerit cosdem interveniente illorum peccato exitio destinare, tamen dum agunt in terris, atque praesertim intra Ecclesiae septa, in conferendis tum beneficiis corporalibus tum spiritualibus, atque ad salutem ex rei natura tendentibus, multa cum illis agit ex amore communi sive φιλανθρωπίᾳ, qua universum genus humanum prosequitur, multa ex foedere, quo secundum suam ordinationem omnibus Ecclesiae visibilis membris supernaturalia quaedam beneficia largitur.
