The writers of the letter turn from Germanicus to Quintus the Phrygian to explain why they do not praise those who offer themselves.

One of them was Quintus, a Phrygian who had arrived recently from Phrygia. When he saw the beasts, he became cowardly. He was the man who had pressured himself and some others to come forward willingly. The proconsul pleaded with him at length and persuaded him to swear and to sacrifice. For this reason, brothers, we do not praise those who come forward on their own, for the gospel does not teach this.

IV.
